The meeting included the reading of two proclamations, one for EMS Week and another declaring Arbor Day, accompanied by a request for a noise variance for the associated celebration. The Buffalo Tree Board provided an update on their recent activities, and the Johnson County Tourism Association presented an update on their budget and marketing initiatives. The council approved the first reading of an ordinance for the annual appropriation bill for the upcoming fiscal year. Additionally, the Police Chief received permission to submit a 911 grant application and provided updates on recent public safety matters. Finally, the council reviewed and approved a list of outstanding bills for payment.

The council received an update regarding the recently completed legislative session and discussed several proclamations, including those for Nurses Week, Buddy Poppy Day, and Professional Municipal Clerks Week. Event requests for the upcoming Semi-quincentennial celebration, a Grace Race, and a church event were reviewed and approved. Additionally, the council addressed a preliminary plat approval, a rezone request, and authorized loan agreements for water main, sewer main, and microfiltration system improvements. A monthly report from the police department was presented, and various bills were approved for payment.

The Commission addressed several zoning and development items, including a recommendation to deny a rezone request for the Shilo Addition Phase I Lot 52 project due to land use plan conflicts and public opposition regarding traffic and environmental impacts. The Commission also tabled a rezone request for 401 S. Williams and approved a lot split for 463 & 473 N. Carrington. Furthermore, the Commission reviewed an update on the Buffalo Heights Subdivision preliminary plat and received information regarding a proposed development at the intersection of S. Bypass Rd & Parmalee Ave.

The Board discussed the submission and data tracking requirements for the 2026 Tree City USA application, including a plan to implement a monthly report process to gather accurate tree maintenance and management metrics. Planning for the 2026 Arbor Day celebration included identifying potential event dates and activities, as well as coordinating with community partners. Additional topics included professional development training for a board member, the establishment of a Facebook page, updates to the board's city website section, and an initial review of proposed tree ordinance language.

The board discussed the Municipal Forestry Institute report, emphasizing the need to update the city's tree ordinance and potential outreach to an urban forestry attorney. They addressed the replacement of downtown tree grates and landscape fabric with mulch, following recommendations from other municipal arborists. Planning for the Arbor Day 2026 celebration was a major focus, including venue reservations, street closure coordination, invitations for educational booths, and a grant application for event materials. Additional items included website updates for the board's page, a future project to develop a tree recommendation guide for residents, and a review of recent community engagement events, including a fruit tree pruning workshop.
