This Expanded Kahle Vision Plan provides a coordinated and integrated planning approach for the US Highway 50 corridor in Stateline, Nevada, specifically from Lake Parkway to Elks Point Road. The plan focuses on community enhancement projects, guided by principles of streetscape/revitalization, mobility, and stormwater quality. Key objectives include creating a gateway feature, improving pedestrian and bicycle safety, designing enhanced streetscapes, increasing access to recreation and open space, fostering a better neighborhood experience, linking areas with improved trail networks, and redeveloping the area into a mixed-use environment with various amenities.

The meeting addressed background information about the project, including the project's goal to treat stormwater for fine sediment particles in the area of Pittman Terrace. The objectives include stabilizing eroding channels and enhancing infiltration in conveyance features, partnering with Pittman Terrace Homeowners (PTHOA), and obtaining Lake Clarity Credits for NDOT and possibly Douglas County. NTCD outlined the area and catchments delineated by GIS of contributing runoff to the Pittman Terrace community. Alternatives for the project were selected based on site visits, known historical issues, and mapping. The TAC decided Alternative 2 as the preferred alternative pending obtaining Lot F. If Lot F or the necessary portion of Lot F required to construct Alternative 2 cannot be obtained, then the design will move forward without the construction of small basins, which is Alternative 1.

The meeting covered background information and the project's goal to treat stormwater for fine sediment particles in the Pittman Terrace area. Objectives include stabilizing eroding channels, enhancing infiltration, partnering with Pittman Terrace Homeowners, and obtaining Lake Clarity Credits for NDOT and Douglas County. Alternative 1 was moved forward into 50% design, consisting of ditch treatments on Friedhoff, Flowers, and Douglas Blvd. Concerns were raised about the lack of improvements on Flowers Ave due to property line constraints. The homeowners have received the 50% design plans, and comments are expected by the deadline. NDEP raised concerns about the functionality of the proposed infiltration features. The TAC did not support a paver path and will accept revegetation and water bars or rolling dips for 90% design. The TAC consensus was that a trench drain would be better than a valley gutter if installation was possible, and NTCD will investigate this option.
