The plan is structured into near-term, mid-term, and longer-term phases.

The Altamont Corridor Vision Phase 1 is a collaborative improvement program focused on modernizing passenger rail service in the Altamont Corridor to provide safe, frequent, and reliable regional rail. Key strategic benefits include reducing greenhouse gas emissions and improving public health, promoting transit-oriented development, ensuring regional equity for priority populations, leveraging existing funding, increasing connectivity, and significantly expanding passenger rail ridership to 11.4 million annually by 2030. The program aims to address increasing congestion, enhance mobility, and improve access to essential services and opportunities for communities between the San Joaquin Valley and the Bay Area.

The Altamont Corridor Vision is a plan to modernize the heavily traveled corridor connecting the San Joaquin Valley and the San Francisco Bay Area. It aims to provide safe, frequent, and reliable rail service through a 'Universal Infrastructure, Universal Corridor' approach. Key priorities include dramatically reduced travel times, one-seat rides, express service, and megaregional connectivity, with phased improvements encompassing increased round-trips, extended services, dedicated tracks, and integration with High-Speed Rail. The vision anticipates major benefits such as reduced congestion, improved air quality, economic development, and enhanced mobility and equitable access to jobs and education.

The Board also addressed funding applications and agreements, including claiming State Transit Assistance funds for Alameda County Transportation Commission apportionment, claiming Low Carbon Transit Operations Program (LCTOP) funds for restoring service to pre-COVID-19 levels, approving a contract change order for the Lathrop/Manteca Station Shuttle Pullout Project, and approving a reimbursement agreement with Union Pacific Railroad for preliminary engineering services for the Lathrop Transfer Station Project. Informational items included updates on ACE Ridership, Fare Revenue, On-Time Performance, and the Positive Train Control (PTC) system, where delays associated with PTC were reported to be less than a minute. The Washington Update covered recent actions by the Biden Administration, including the American Rescue Plan Act of 2021 and Federal nomination confirmations. Updates regarding Congressional earmark process and selected transportation-related bills were also provided.
