The meeting addressed several key issues including amending the sign ordinance regarding multi-colored electronic changeable message light emitting diodes (LEDs), flashing school zone lights schedule, traffic around Jane Long Elementary, traffic issues related to garage sales, safety permits by the Building Official, and storage containers used as residential storage. A motion was passed to prohibit LEDs for the time being. The commission also set a motion to revisit the issues of garage sale ordinances in relation to traffic issues. A moratorium was approved for permanent storage containers.
The meeting included discussion and action on the Strother Subdivision, a combination of Lots 2 and 3, Block 2 of the San Bernard River Estates Unit One. Also discussed and approved was the BAR X RANCH SUBDIVISION, SECTION 4 Lot 63A- 2.05 Acres Amended Plat of all of Lots 62 and 63, Block 1, Bar X Ranch Subdivision, Section 4. The commission took action to approve a REPLAT of Lots 50-51, Block 4 of BAR X RANCH SECTION FIVE.
The planning commission meeting involved discussions and actions on multiple replats within the city and its ETJ, including the Burkhalter Re-plat, Till Estates Section Two, Champlin Subdivision, Muilenburg Estates, West Belt Subdivision, Serrato and Lara Subdivision, Patrick Murphy Subdivision, and Plat of Lot 8A, Block 798 of the Velasco Townsite. Each replat was presented, followed by a public hearing, and then a vote to approve the replat.
The meeting included discussions and considerations regarding several requests. A request for a "Slow Children at Play" sign was tabled for further study. The board was presented with findings on an RV/Trailer Park, which received a B+ rating based on recent improvements. A request to re-plat a lot was approved. Another re-plat request was approved with the condition of receiving a letter of no objection from AT&T. A recommendation to schedule a Joint Public Hearing for a Specific-Use Permit to construct an RV Park was re-agendized until engineered plans are submitted.
The joint workshop between the Planning and Zoning Commission, Economic Development Corporation, and Main Street Advisory Board discussed zoning issues in the downtown area, including the impact of residential zoning on revitalization efforts and the historic district. The discussion included the Texas Historical Commission's discouragement of first-floor residential use in downtown districts and examples from other Texas cities. The meeting also addressed sign regulations, with a focus on quality and the creation of a steering committee to review and suggest changes to the ordinance.
