The joint meeting of the City Council and Open Space and Trails committee included a closed executive session for consultation with the attorney regarding an agreement with a 501c3 for matters protected by attorney-client privilege. The Open Session agenda item involved considering the recommendation from the Open Space and Trails committee to support the current Coastal Garden Redevelopment plan put forth by the KS Coastal Garden Task Force and to support the execution of a Memorandum of Understanding with the 501c3 entity. Discussion focused on the Council's preference to avoid the 501c3 structure due to procurement and expenditure requirements that would necessitate council review, suggesting the project move forward under a management group structure while adhering to city procurement rules. The discussion also covered matters related to grant solicitation, matching funds, the use of insurance funds for park improvements (like plants), and record-keeping obligations for any funds received, whether through grants or direct donations.

The 2025-2026 Strategic Plan for the City of Seabrook serves as a roadmap to guide future actions and ensure the responsible use of tax dollars. It outlines a vision for the city as a sustainable, vibrant, and welcoming coastal community that embraces its natural environment, fosters safe neighborhoods, and promotes ecotourism and economic diversity. The plan focuses on five key areas: Economic Development, City Services, Infrastructure, Engagement & Branding, and Quality of Life, aiming to protect the coastline, inspire community pride, and create a thriving future.

The committee discussed several key topics, including light pollution, Tallow Tree removal, the Governor's Community Achievement Award (GCAA), updates on Seabrook Park items, and city staff updates on community events and grant administration. The committee also discussed project ideas for volunteers, an update on the Tree Planting Day of Awesomeness, solar lighting at Meador Park, and the status of actions taken by the Open Space and Trails Committee forwarded to City Council.

The annual operating budget includes information on all of the City's financial operations. The budget includes the challenges, motivations and issues addressed in preparation of the budget, expenditure analysis for the General Fund, Water & Sewer fund and Debt Service Fund, department organizational chart, department mission statement, department accomplishments and goals, department personnel summary and expenditure summary. The budget process is a multi‐step procedure which transforms taxpayer requests and resources into government services and expenditures. The budget document is a financial plan that aligns all revenues and expenditures with the services provided to Seabrook residents, based on established budgetary policies and procedures.

The Seabrook City Council meeting included public comments on feral cats and related laws, recognition of first responders for life-saving actions, and recognition of Athena's Corner as the Seabrook Economic Development Corporation's Business of the Year. The council discussed the Street Pavement Management Program, the issuance of debt for General Obligation Bonds and Certificates of Obligation, and resolutions related to project expenditures for the Seabrook Fire Station. They also discussed the Public Safety Fund budget and engineering services proposals for CIP projects. Additionally, the council addressed budget amendments for Fiscal Years 2023 and 2024 and routine business updates.
