The council meeting addressed several key issues. Discussions included nuisance property cases scheduled for court, a one- and six-year plan review with proposed changes, the resignation of a Creighton Ambulance Service PMD and the appointment of a successor. An update on the AMI water meter project was provided, and the project was tabled to allow for bidding. The council approved a resolution for the year-end certification of the City Street Superintendent. The 2021 One- and Six-Year Street Improvement Program was adopted with amendments. The Treasurer's report was approved. Finally, the council discussed and terminated tree dump services with Keys, effective December 31, 2021.

The council meeting addressed a water softener leak issue at 908 Bryant, resulting in a decision to set the sewer rate to a rolling average until the 2020 rate setting. Discussions included updates on the structure at 706 Main Street and an amendment to the Interlocal Cooperation Agreement regarding fire protection. The council approved Resolution 2019-3 to close HWY 59 for BerryPepper Days Street Dance and appointed Amy Thomas to the Economic Development Board. Creighton Police and Administrator reports were given.

The plan outlines specific strategies and action plans for each goal, including timelines, financial needs, potential funding sources, and responsible parties. Outcomes aim to improve the quality of life in Creighton through community engagement, economic development, infrastructure improvements, and youth development initiatives.
