The Zero Emission Bus Transition Plan by Alameda-Contra Costa Transit District outlines the strategy to achieve a 100% zero-emission bus fleet by 2040, in compliance with federal and state regulations. The plan details the technology portfolio including Battery Electric and Fuel Cell Electric Buses, fleet transition schedules, infrastructure development, workforce training initiatives, and funding strategies. It also addresses deployment in disadvantaged communities and potential challenges, aiming to provide safe, reliable, and sustainable transit services.

This document introduces the Oakland Department of Transportation (OakDOT) and outlines its strategic plan. OakDOT's mission is to envision, plan, build, operate, and maintain a safe, equitable, and sustainable transportation system for the City of Oakland, ensuring access and mobility for all residents, businesses, and visitors. The plan is guided by core values of equity, safety, vibrance, and responsibility, and focuses on four strategic pillars: Equitable Jobs and Housing, Holistic Community Safety, Vibrant Sustainable Infrastructure, and Responsible Trustworthy Government.

The report includes updates on various initiatives and projects. SB 1 press conference was held to educate the public on how funding will be used by AC Transit. AC Transit sponsored the Oakland Dia De Los Muertos Festival. Staff completed a course on transit operations planning. The Warranty Recovery Program submitted claims for warranty. The Bancroft West Pilot project is expected to be completed soon. HASTUS 'Daily' Software Testing is in final stages. The District is running near budget for all labor costs. The District is running comfortably within budget for all non‐labor costs. Capital Improvement Program Summary was also discussed.

The special joint meeting of the AC Transit Board of Directors and AC Transit Retirement Board covered several key areas. The role and responsibilities of the Retirement Board were discussed, including its authority under the California Pension Protection Act and communication methods with the District. An overview of the current actuarial valuation, plan costs, funding history, and future projections for contribution rates was presented. The asset allocations, performance, and current investments were reviewed, with a focus on diversification and investment strategies. Updates were provided on the Administrative Agreement between AC Transit and the Retirement Board, as well as the Public Employees' Pension Reform Act (PEPRA) and the Plan amendment for Unrepresented Employees.
