Board meetings and strategic plans from Christy Clausen's organization
This comprehensive plan update serves as a guide for the future growth and development of the City of Attleboro, intended to influence local policies, regulatory changes, and capital investments over a long-term period. It addresses key issues including natural resources and water, climate resilience, open space and recreation, municipal services and facilities, economic development, and housing.
The Commission conducted several new public hearings regarding Stormwater Management Permits and Notices of Intent. For the 61 Union Street redevelopment project, the Commission continued the hearing pending updated stormwater modeling calculations based on local regulations and discussed a request for a setback waiver. For the Pinehurst Avenue project, the hearing was closed, and a permit was issued with several special conditions related to erosion control and stream crossing culvert protection. Hearings for projects on Trinity Circle and Mendon Road were continued to a later date. A Stormwater Management Permit hearing for 1470 South Washington Street was closed, and the permit was issued with specific conditions pertaining to operational maintenance plans and long-term inspection reporting. Additionally, the Commission approved the transfer of funds for registration costs for members to attend the MACC Annual Environmental Conference.
The key discussion topic centered on the School Improvement Plan for the period 2026-2028. Specific areas of focus included Curriculum Planning and Assessment, maintaining High Expectations, implementing Personalized Learning, developing the School Environment with a focus on PBIS - Cross Grade Collaboration, and enhancing Family and Community Engagement including the Expansion of School Exposure to the Greater Attleboro Community. A tentative date for the final review was set for March.
The meeting included several new public hearings concerning Notices of Intent and Local Wetlands Permit Applications. For the Huang property at 627 Thacher Street, the Commission requested revised plans to clearly delineate wetland boundaries and buffer zones due to concerns over encroachment; the hearing was continued. The Kings and Castle Group hearing was continued due to the absence of a representative and the need for further review of revised plans. For the Germain property at 379 Newport Avenue, the Commission closed the hearing and issued an Order of Resource Area Delineation confirming the updated wetland and stream boundaries. The hearing for Duffy-Poule Funeral and Cremation Services regarding a Stormwater Management Permit was closed, waivers were granted for setback and tree mitigation requirements, and the permit was issued with several special conditions, including erosion control mandates and submission of as-built plans and GIS shape files. For the Our Lady of La Salette SWMP, the hearing was closed, waivers for setback and tree mitigation were granted, and the permit was issued with special conditions. The Ernest Poholek applications for Lots 2, 3, and 4 were withdrawn without prejudice as revised delineations moved the proposed work outside the Commission's jurisdiction; conditions were imposed regarding erosion control upon building permit issuance. For Lot 5, an Order of Conditions was issued, establishing a permanent 100-foot undisturbed vegetation buffer along the riverfront. The hearing for the W.B. Construction & Design LLC NOI and SWMP for Curtis Avenue & 0 Washington Street was continued to allow for inclusion of a revised landscape plan following a peer review session. Under pending business, the request for a Certificate of Compliance for Nova Farms was denied due to non-submission of required GIS shapefiles. A partial Certificate of Compliance was issued for the Owen St. LLC property, conditioned on the removal of trash debris violating Special Conditions. A partial Certificate of Compliance was also issued for the Gopala Vasuduvan property, conditioned on removal of debris violating Special Conditions. The Certificate of Compliance for the City of Attleboro Conservation Commission regarding the Handy Street project was issued after final inspection confirmation. The minutes for the October 15, November 5, and November 19 meetings were approved.
The document details discussions and motions from the Attleboro School Committee meeting, referencing a document identified as 'Minutes 02-02-26'. Key topics included a spotlight on Thacher Elementary School and the Student Advisory Council, followed by the Superintendent's Report. A primary agenda item was the motion to approve the presented Redistricting Plan.
