The commission discussed an upcoming project by the Friends of Rowan Creek. The commission was informed of a special event in September that involves a petting zoo. The selection of movies for the movies in the park survey was approved. The commission decided to continue with the previous year's donation of 5 Mt. Olympus tickets and 20 Pirate's Cove tickets to the library. The commission agreed to move their meetings to the first Tuesday of the month. The Parks Commission reviewed 2 new concept designs for Old Settlers Park and agreed upon concept design 4.

The meeting included reports from the Village Administrator, Library Director, and Parks and Recreation Director, covering topics such as the Spring Clean-Up Day, potential curbside bulk pickup, Truckapalooza, the Farmer's Market, and the upcoming Circus. The board discussed and tabled an ordinance related to loud and unnecessary noise and approved an ordinance amending the village code to allow certain individuals to keep more than ten dogs. The board then went into closed session to discuss the potential future lease of a portion of the Village Water Tower for cellular communications equipment.

The board discussed the library's 2024 annual report, highlighting its role as a safe environment for students and seniors, its public Wi-Fi usage, and its importance for teachers. The board also discussed and approved a special event permit for the Sons of the American Legion Car Show and a temporary Class "B" Fermented Malt Beverage and Wine License to the Democratic Party of Columbia County. Additionally, the board went into closed session to discuss employment and the potential sale of a portion of 701 West North Street, and upon returning to open session, approved a severance agreement and release with Adam Rogge and appointed an interim Police Chief.

The Committee reviewed Ordinance 2024-617 regarding the maximum number of dogs permitted in a house with a kennel license. They also discussed the Point Gardens Phase 2 Plat of Subdivision and Development Agreement, and the current noise ordinance, considering modifications to fit the Village's needs. The committee addressed the Police Department's Limited Term Employment (LTE) staffing request and the Village's property, liability, auto, and workers compensation insurance premium budgeting. Lastly, they discussed options for a Spring Clean Up Day.

The Board of Zoning Appeals convened to discuss a variance application from Steve Mueller regarding the expansion of an accessory building. The discussion involved the history and stormwater impacts of the accessory structure, as well as the rural character of McMillan Road. The Board decided to table the application pending the submittal of a Village-approved stormwater management plan. Additionally, the Board requested that the Planning Commission review zoning regulations for R-1-M parcels of rural character.
