This Master Street Plan outlines the general location and classification of existing and planned roadways for the City of Johnson, Arkansas. The special City Council meeting was convened to discuss and adopt Ordinance 2021-10. The ordinance authorizes the issuance of sales and use tax bonds for financing capital improvements, pledging 2% of sales and use taxes for bond repayment. The council approved the ordinance, including waiving the second and third readings and adopting the emergency clause.

The City Attorney discussed the food trucks project and Planning Commission items, as well as recent population statistics for NWA. The Mayor discussed the Main and Wilkerson Project, the Johnson Mill Boulevard dip, the upcoming property tax bump, and the Trunk or Treat event. The council also addressed a vacant council member position and approved a resolution to adopt the Northwest Arkansas Razorback Greenway Operations and Management Plan, a resolution authorizing the rate of property tax, and an ordinance to vacate a portion of a rear utility and drainage easement.

The meeting addressed police department updates including statistics, community policing efforts, employment updates, fleet updates, and grant updates. The council discussed unbudgeted vehicle purchases for the police department due to engine failures in existing vehicles and approved the purchase of E-Cite and implementation of a CAD system. The City Attorney discussed ordinance amendments and a salary stipend for law enforcement. The Mayor presented the State of the City Address. The council also discussed and tabled an ordinance to rezone real property and removed another ordinance from the agenda. The council also addressed business license compliance and a new application process.
