The comprehensive plan for the City of Castle Pines is a 20-year living document that provides a roadmap for the community's future growth and land use development. It identifies five key land development interests: parks, recreation and amenities; economic development; housing; transportation; and land use and growth management. The plan outlines an overall vision for enhancing the city's unique character, fostering welcoming neighborhoods, vibrant gathering places, thriving businesses, robust open spaces and trails, and efficient mobility, supported by specific strategies and projects.

The meeting included a mayoral welcome for new board members and a general update provided by the City Manager. A study session was held to discuss the historical background of funding for parks and recreation initiatives. Additionally, the Parks, Recreation, and Open Spaces Director provided operational updates.

The City of Castle Pines Three-Mile Plan provides guidance for future growth and development of unincorporated land within three miles of the City's municipal boundaries. The plan identifies areas for potential annexation and offers general direction on land use, zoning, infrastructure needs, and the provision of municipal services. It is structured into seven distinct sub-areas, each thoroughly evaluated based on existing land uses, infrastructure, community services, open space, and development patterns, to ensure logical, efficient, and fiscally responsible expansion.

The board received an update regarding HCM projects at Coyote Ridge Park and Soaring Hawk Park. They also discussed and recommended that the City Council approve an updated field reservation cancellation policy. Additionally, the board deliberated on the location of an elk statue, ultimately recommending to the City Council that it be relocated from Elk Ridge Park to a future site to be determined.

The City Council conducted a regular meeting that included a presentation on the 2026 Three-Mile Plan Update and a public comment regarding ponderosa pine tree treatment. The Council approved an ordinance concerning the regulation of certain vehicles and adopted an emergency ordinance amending prepetition procedures and title setting. Additionally, the Council received reports from the City Manager, various Council members, and the Mayor.
