The economic development action plan focuses on business retention, expansion, and attraction through targeted marketing and the use of economic development incentive tools. It aims to foster entrepreneurship and small business growth, promote community revitalization, and enhance regional partnerships and collaboration. The plan also includes initiatives for research, development, commercialization, and innovation, as well as community improvement projects supported by the Community Improvement Corporation.

The purchase orders cover a range of expenditures, including a shipment for the police department, concession stand food, arbitration for the fire department, rubbing compound, prescription pruning services scheduled for October 17 and 18, 6" flag poles and ornaments, estimated freight, repair of a break in the fire supply line, and the installation of ADA phone retrofit kits at City Hall.

The council meeting included the swearing-in of two new police officers and a presentation of certificates to the Clerk of Council. Reports were given by the Mayor and department directors. Citizen remarks were heard. The agenda included ordinances authorizing payments of claims and amending appropriations, as well as resolutions adopting the 2024 Alternative Tax Budget, accepting a quotation for audio-visual system upgrades, authorizing land transfer, and accepting planning and zoning commission recommendations for temporary signs and variances. A bid for the 2024 Road Program Phase II was also accepted, along with authorization for the sale of city property.

The council meeting involved discussions on the Richmond/Chagrin ODOT project, a library information session, pool pass purchases, and upcoming elections. Department updates included community services (pool passes, block parties, eclipse watch party), economic development (upcoming events, new restaurant), and building department (credit card payment processing). Several ordinances were adopted, including rezoning properties, authorizing payments, establishing a shared services agreement with the school district, amending an agreement with ODOT, and approving bids for rubbish trucks and a changeable copy sign. A resolution was adopted regarding a fact-finding report and recommendations related to a SERB case.

The special council meeting agenda includes ordinances related to claims payments, budget amendments, surplus property sale, and rezoning of properties on Edgewood Drive. Resolutions cover software purchases for permit, license, and code enforcement, and agreements for recycling and waste disposal services. Correspondence includes a notice from the Ohio Division of Liquor Control. The meeting will also address any other matters coming before City Council.
