This Comprehensive Plan and Zoning Code Update, known as Blueprint Glendale, aims to guide the physical development of the City of Glendale. It focuses on five key areas: preserving and enhancing community identity and sense of place, maintaining distinctive neighborhoods and housing, supporting local businesses and neighborhood business districts, improving accessibility and mobility, and promoting community health, well-being, and resilience. The plan's vision is to strengthen Glendale's charming neighborhoods, high-quality housing, unique local businesses, and strong sense of community to ensure it remains a premier place to live, work, and visit.

The meeting agenda includes approval of the final development plan for property located at 415 N. Sappington Road, ordinances for regulation of non-stormwater illicit discharges, connections to stormwater drainage systems, erosion and sediment control, maintaining post-construction stormwater quality, and stormwater enforcement regulations and remedies. The meeting also includes a resolution authorizing a contract with HR Green Inc for professional engineering services pertaining to the Glen Way Stormwater Project and discussion on fire pumper truck replacement.

The meeting included a review of a special use permit request from The Glendale Grind for outdoor dining and shaved ice service. The commission discussed pedestrian safety and potential amendments to the permit. Additionally, the commission reviewed the development plan for Westborough Country Club, addressing concerns about landscaping, pavement, and pedestrian crossings.

The meeting addressed the final development plan approval for a property on N. Sappington Rd, stormwater regulations, and on-street parking regulations. The board discussed electric bike and scooter regulations, fence code updates, and updates on the implementation of the My Government Online permitting software. Other announcements included the Halloween Decorating Contest, Historical Society Meeting, and watermain replacements on Berry Road and Sappington Road. An executive session was held to discuss legal actions, contract negotiations, and personnel matters.

The joint meeting focused on identifying implementation priorities in the Blueprint Glendale Comprehensive Plan, considering the collective impact of individual implementation strategies, coordination with the City's capital improvement plans, and the importance of achieving Glendale's community vision. The members participated in a polling exercise to record their preference for the desired term of strategy implementation, and discussed establishing design guidelines for public and private landscaping. They identified top five projects, and agreed that a system for tracking the progress of projects would be needed. The next step would be finalizing updates to the zoning code and hosting a final public open house.
