This Master Plan for the Borough of Spotswood, adopted in 2011, outlines a comprehensive vision for the community extending to 2030. It focuses on several key areas: general planning, land use, community character and historic preservation, business districts, housing, circulation, community facilities, open space, and conservation. The plan aims to revitalize Main Street, conserve environmental resources, protect residential neighborhoods, and enhance community services and facilities to promote a high quality of life and controlled growth.

The caucus meeting included discussions and resolutions on various topics such as authorizing payment for the DeVoe Lake Dredging project, requesting permission to pay expenditures from the Community Events and Celebrations Trust Fund, authorizing the sale of vehicles, reappointing the Part-time Tax Assessor, adjusting utility payments, authorizing payment for Roadway Improvements, cancelling property tax for veteran's property tax exemption, refunding taxes for a property with a Total Veteran's Property Tax Exemption, paying for a Tax Sale Certificate, approving the renewal of liquor licenses, providing for the insertion of a special item of revenue in the budget, payment of bills, authorizing the execution of an agreement for improvements to East Spotswood Park, and submitting grant applications for Roadway Improvements. Additionally, there was a discussion regarding the need for more volunteers and assistance for the "Tobys TNVR" program.

The meeting included discussions on the free rabies clinic, a public hearing on the submission of a 2021 New Jersey Department of Environmental Protection Urban Parks Grants Program application, and several resolutions under consent agenda. Additionally, there was a resolution authorizing a lease extension for commercial real estate and approval for the renewal of liquor licenses.
