The primary agenda item concerned the selection of a new Town Attorney following the retirement of the current attorney. The Town solicited proposals from two legal firms, Dietze and Davis, P.C., and Hoffman, Parker, Wilson, Carberry P.C. (HPWC). Interviews were conducted by staff and Trustee panels, both of which independently favored HPWC based on their approach, understanding of the Town's specific issues, and relevant experience. The recommendation is to authorize the Town Administrator to finalize and sign the Letter of Engagement with Hoffman, Parker, Wilson, & Carberry, P.C., specifically appointing Kendra Carberry and Kathryn Sellars as Town Attorneys.

The 2026 Berthoud Preservation Plan, drafted in January 2025, provides a long-term vision for historic preservation in Berthoud, Colorado, over the next ten years. The plan outlines four aspirational goals: strengthening and implementing the existing Historic Preservation Program, protecting current historic resources and maintaining the Town's character, identifying and protecting new historic resources, and promoting local history through civic pride, community engagement, and partnerships. It aims to empower community partners and the Historic Preservation Advisory Committee with the knowledge and tools to celebrate and safeguard Berthoud's rich historical and built environment for future generations.

The key discussion focused on the alteration request for 335 Mountain Avenue, which included façade renovations, window/door replacements, and proposed outdoor patio seating. The Committee voted to recommend the application for approval to the Town Board of Trustees, contingent upon several specific conditions related to the evaluation and prioritization of restoration over replacement for existing wooden windows and the rear door, and pre-approval for any future alterations to the upper-level entry door. The committee also reviewed the annual membership and attendance policies as outlined in Resolution No. 2019-02. Furthermore, plans were noted for a joint training session in February involving members of the Historic Preservation Advisory Committee, P.O.R.T., and Tree Advisory Committees.
