Board meetings and strategic plans from Candace Fehr's organization
The strategic plan developed by the Commissioner of Social Services aims to rebalance Medicaid long-term care supports and services across home, community-based, and institutional settings. Its key focus areas include analyzing regional trends in the aging population and service demand, identifying gaps in provision and quality of care, and assessing institutional infrastructure and rate structures. Effective July 1, 2026, the plan will be rebalanced to significantly increase opportunities for Medicaid beneficiaries and limited-income individuals to access home or community-based care, supported by enhanced outreach and application assistance. The overarching goal is to expand long-term care options and promote care in non-institutional environments.
The Commission met to address two primary agenda items: the formal acceptance of a resignation and the appointment of a new member to the Commission. Members engaged in discussion regarding the appointment, highlighting the candidate's legislative experience, fairness, and commitment to the bipartisan process. A vote was conducted for the appointment, resulting in unanimous approval.
The Senate meeting featured several honorary presentations and official legislative business. Key topics included recognition of the Connecticut State Police Canine Training Unit, the Lyman Hall High School hockey team as state champions, and the partnership between the province of Quebec and the state of Connecticut. The Senate also introduced various legislative interns and honored the Trinity College men's squash team for their national championship. Legislative business included the passage of a bill to provide funding for the neglected cemetery account and veterans' graves, as well as a bill regarding requirements for utility excavation projects.

Additionally, the chamber passed a bill consolidating Department of Children and Families reporting requirements and renaming a data system to DataLinkCT, as well as a bill codifying court decisions regarding residential utility charges.

Key topics included legislation restricting private equity ownership of nursing homes, with debates on data collection, oversight, and balancing protections for patients while maintaining service quality. The Senate also reviewed a bill concerning economic development and a comprehensive energy strategy, emphasizing the need for cross-departmental collaboration. Additionally, the Senate addressed debt collection laws regarding joint accounts, focusing on creating a fair process to protect innocent account holders while ensuring valid creditor rights.
