The City of Albemarle's Strategic Plan for 2023-2026 outlines goals and strategies focused on organizational capacity, safety and security, infrastructure, community and economic growth, and inclusive community engagement. Key objectives include investing in the workforce, enhancing public safety, ensuring reliable infrastructure, guiding economic opportunities, and promoting community amenities and services to engage residents from diverse backgrounds.

The City Council convened in a special session for a closed session, addressing consultation with the City Attorney and a personnel item. The Mayor was absent due to illness, and the meeting was presided over by the Mayor Pro Tempore. Council decided to proceed with the meeting as scheduled. They then moved into a closed session for consultation with the City Attorney and discussion of a personnel matter, after which they returned to open session with nothing to report.

The council meeting included updates on the Albemarle Business Center construction and the Alleyway Project. Council approved amending the FY 2022 operating budget for Enforge LLC and the retirement of Police K-9 Baly. They also approved a one-time extension of the City's audit contract with Martin, Starnes and Associates. Councilmember Chris Whitley was selected as the voting delegate for the 2022 NCLM CityVision Conference, with Mayor Ronnie Michael as the alternate. The council addressed requests for downtown traffic and sidewalk improvements for the visually impaired and considered the installation of a stage at City Lake Park. The summer meeting schedule was also adjusted.

The City Council convened to discuss several key issues, including presentations of retirement certificates to long-serving Fire and Police Department employees. A public hearing was conducted regarding the annexation of property on US 52 South, followed by a hearing to rezone the same property. The council also addressed a resolution to condemn property for an ABC easement, considered a bid for a fleet maintenance service truck, adopted an electric budget for the Albemarle Business Center, amended the fiscal year operating budget, and considered revisions to the Planning and Development Services fee schedule. An update was provided on the Walk of Fame Committee, and a change order was approved for the infrastructure development timeline for the Albemarle Business Center.

The council conducted public hearings for a major cluster subdivision and the annexation of properties. They discussed concerns about traffic, city services, and infrastructure related to these developments. The council also received updates on the Census 2020 redistricting analysis, the Albemarle Business Center development, and a spotlight presentation from the Human Resources Department. Additionally, they addressed a road closure request for a fundraiser and a property tax write-off.
