The committee meeting addressed the approval of a resolution for the Afton Movie Night event, including logistical planning such as sponsorship support, food vendor and concession arrangements, movie licensing for Zootopia 2, and safety and traffic control plans. Additionally, the committee reviewed a proposal for a fireworks display, marketing outreach strategies, and a lease agreement for the use of DeKalb County Forest Preserve District property.

The committee discussed and recommended several resolutions for approval to the full County Board, including an intergovernmental engineering agreement with the Village of Lee, the purchase of aggregate for the Malta Road District, and the acquisition of new vehicles for the administration and engineering departments. The County Engineer provided updates on various transportation improvement projects, including paving and bridge replacements, and addressed public concerns regarding the timeline and safety of the Plank Road Roundabout Project. Additional updates were provided regarding state legislative activities, DSATS planning work, and the status of the department's annual report.

The committee discussed several operational and project-related topics. Staff provided an overview of the Sycamore Forest Preserve, reviewed volunteer and Eagle Scout project opportunities, and discussed preserve staffing and facility maintenance, including improvements in portable restroom services. Proposed updates to the DeKalb County Forest Preserve Code, specifically regarding operating hours and shelter reservation fees, were reviewed. An executive session was held to discuss land acquisition. Old business covered the Afton Township Movie in the Park event, where fireworks were prohibited due to safety concerns; the discontinuation of a Chronic Wasting Disease management program; progress on the Genoa-Kingston Trail project; restoration efforts at the Miller-Elwood Cabin; a successful outdoor outreach educational event; and an NIU prairie restoration project. The meeting concluded with a discussion on improving public notification for meetings held at alternate locations.

The committee discussed various topics, including public comments on animal welfare and steer tailing, a proposed solar farm in Lee County, and reports from appointed boards and commissions like the Workforce Development Board and 911 Board. A legislative update was provided regarding state budget negotiations and zoning authority. The Highway Department presented its annual report, covering infrastructure projects such as the Barber Greene Road trail, intersection improvements, bridge replacements, and township resurfacing assistance. Additional committee reports included updates on battery energy storage regulations, budget reconciliations, senior services tax levy funding, dispatch service agreements, IT software renewals, and the transit grant agreement. The County Administrator provided updates on the annual audit, nursing home census, and staff retirements.

The committee discussed results from the Watershed Leadership Program, potential implementation of 3D aquifer imaging in the county, and the pursuit of grant funding from Representative Lauren Underwood’s office. Updates were provided regarding the IEPA application for Somonauk Creek, various watershed plan adoptions by local municipalities, and ongoing prairie conversion projects. Furthermore, the committee reviewed progress on updates to the County Stormwater Ordinance regarding water quality additions and discussed scheduling and membership matters.
