The plan prioritizes supporting planned land uses, enhancing connectivity, retaining community character, and promoting environmental sustainability by reducing vehicle miles traveled and greenhouse gas emissions. The Advisory Council discussed updates on human trafficking awareness initiatives, including law enforcement operations, programming for incarcerated individuals, and research on healthcare access for youth survivors. Presentations covered a pilot program for peer support navigation and research into improving healthcare treatment for youth. Sector reports provided updates on career fair planning, kinship care placements, school-based safety webinars, demand-reduction operations, and legislative advocacy regarding nonconsensual intimate imagery.

This report presents a climate change vulnerability assessment and adaptation framework for the unincorporated areas of San Diego County. It details an approach to reduce vulnerability to intensifying environmental hazards and build resilience across key sectors, including populations, transportation, energy, water, biodiversity and habitat, and emergency services. The framework establishes goals and policies to protect vulnerable populations, critical infrastructure, and natural systems from climate change impacts, such as increased human health risks, wildfires, water shortages, and extreme heat.

This Land Use Element serves as a framework to guide future development in the unincorporated County of San Diego, aiming for efficient and sustainable growth compatible with community character and natural resource protection. Key strategic pillars include the implementation of a Community Development Model based on Village, Semi-Rural, and Rural Lands categories, balancing residential growth with commercial, agricultural, recreational, and environmental needs. The plan prioritizes sustainability by addressing climate change through greenhouse gas reduction, environmental balance, agricultural conservation, and groundwater management. It also focuses on developing distinct villages and community cores, appropriately siting commercial and industrial development, and ensuring adequate community services and infrastructure, including water, wastewater, solid waste, education, and telecommunications. The overarching objective is to maintain the County's rural character, foster diverse and vibrant communities, and ensure long-term resource viability.

The Noise Element of the County of San Diego General Plan provides for the control and abatement of environmental noise to protect citizens from excessive exposure and preserve the quality of life. The plan's strategic direction focuses on achieving land use compatibility (Goal N-1), protecting noise-sensitive uses (Goal N-2), minimizing groundborne vibration (Goal N-3), reducing noise from transportation-related generators (Goal N-4) such as traffic, railroads, and airports, and mitigating noise from non-transportation-related sources (Goal N-5) including industrial, commercial, and agricultural facilities. It also aims to minimize the effects of temporary and nuisance noise sources (Goal N-6) through regulations and management strategies, working towards future conditions based on projections for the year 2030.
