This document explains the San Diego County Budget, also known as the County Operating Plan. The main discussion item presented was Item 2: the Public Safety Towers Wireless Telecommunications Facility proposed for the Fberrook community plan area. The department recommended approval. The project involves constructing, maintaining, and operating a 50-ft tall mono pole with 12 panel antennas, housed within a 1,225 square foot Concrete Masonry Unit (CMU) enclosure that will also contain a 30 KOW emergency generator. The facility is intended to provide reliable coverage and enhance network capacity for motorists and residents in the Fberrook community and surrounding roadways. The Fal Brook Community Planning Group previously recommended approval with a maintenance condition. Staff recommended the planning commission approve the project and find it in conformance with the California Environmental Quality Act (CEQA) through a notice of exemption.

The presentation concerned Item Number Three: the Slaughterhouse Canyon major use permit modification and reclamation plan amendment. The staff recommended approval for the project, which is located in the Lakeside Community Planning Area. The current permit, which allows mining on approximately 167 acres of a 288-acre site, originally anticipated completion by 2020. Due to market conditions, the applicant seeks a time extension until at least 2035 to align with remaining aggregate reserves. The presentation detailed the phasing plan, noting that operations are currently in phase two. The Lakeside Community Planning Group recommended approval on November 5th, 2025. Staff recommended that the planning commission approve the project based on compliance with codes, the general plan, and zoning ordinance, and through the processing of an addendum to the previously certified EIR.

The regular meeting included several noticed public hearings concerning land use matters. Key discussions involved the acquisition of approximately 175 acres of open space preserve land in Dictionary Hill, Spring Valley, and the approval of the 2017 General Plan Clean-Up General Plan Amendment and Zone Reclassification. The Board adopted recommendations from the Traffic Advisory Committee regarding speed limit recertification and adjustments on specific roads, and set a hearing date for vacating excess right-of-way for portions of Jamacha Boulevard and related roads. Additionally, actions were taken to assume joint agreements for major subdivisions (Orchard Run and Ralphs Ranch), approve the Final Map for Santa Fe Heights, and establish appropriations for construction contracts related to the Lamar Park Off-Leash Area and sediment removal in Smuggler's Gulch. The Board also approved appropriations for intersection improvements at Steele Canyon Road and Willow Glen Drive, accepted a donation to fund two additional ADA accessible cabins at Dos Picos Regional Park, and expressed support for naming an arroyo in Southern San Diego County as Monardella Gulch. Public communication was also heard on various matters.
