This document presents a Vision Plan Proposal for Wagner Community Park, aiming to reclaim and update the city park as a central visible space for community activity. The plan proposes design and program enhancements, renovations, and improvements, including outdoor seating, flex sports courts, pollinator gardens, outdoor fire pits, yard games, and an outdoor movie area. It focuses on concepts for active community engagement, youth and fitness, and strengthening community connections, with the goal of guiding future investments in public spaces.

The meeting included discussions and actions on several zoning-related items. A public hearing was opened and closed for a request to rezone property from residential to a multi-family district. There was a recommendation to approve rezoning the property to a two-family district, contingent on utility hook-up compliance. The ETJ members reviewed proposed amendments, deciding to have the attorney revise and clarify some language for a future public hearing.

The City of Wagner Board of Adjustments met on October 2, 2023, at 6:30 pm at City Hall. The board reviewed and approved a variance request of 11 feet for a deck at 306 Front Avenue. The meeting was adjourned at 6:33 pm. Members present included Taylor Mohr, Jamie Soukup, Colby Kirwan, Tom Abdouch, and Tammy Thornton.

The Wagner City Council held its regular meeting on October 2, 2023, reviewing financial statements, approving bills and claims totaling $85,673.46 and additional claims for $59,556.48. A $1,000 donation was approved for ROCS Transit Service, and the first reading of an animal control ordinance amendment was held. The council also approved the purchase of a new plow, ice melt, lagoon aerators, and pool skimmer replacements.
