They also discussed and considered the approval of First Interim Reports for various schools, along with the Local Control and Accountability Plan (LCAP) Every Student Succeeds Act (ESSA) Federal Addendum, CDE Secondary District Plan and Application for the Work Experience Education (WEE) Program, and the Consolidated Application 2025-2026 for Altus Schools Coachella Valley.

The meeting included a review of the 8 components of the English Learner Program to identify impactful services and supports for language development and academic progress. Participants discussed the effectiveness of programs like Summit K-12 and ELD small group instruction. A needs assessment was conducted to gather feedback on challenges faced by English Learners and areas for program improvement. The English Learner Progress Indicator (ELPI) results were reviewed, comparing ELA and Math Assessment outcomes against county and state levels. The reclassification criteria and procedures were explained, and parent notification processes were reviewed. The Consolidated Application Review for Title III in California was discussed, highlighting its role in funding the English Learner Program.

The meeting covered the review of translated meeting subtitles, the meeting agenda, ELAC introductions, and its purpose. ELAC's legal responsibilities, including DELAC responsibilities, and its role in advising the principal and school staff on programs and services for English Learners were discussed. The Local Control and Accountability Plan (LCAP) highlights and goals, along with key services for English Learners, Low Income, and Foster Youth, were reviewed. The School's Needs Assessment and data review, current EL supports, and the importance of school attendance were also addressed. The Title III Expenditure plan, Teacher and Teacher Aid requirements compliance, and parent notification letters were reviewed, with no objections raised. Upcoming events, announcements, and a public comment opportunity were also included.

The School Plan for Student Achievement for Grossmont Secondary School for the 2020-2021 school year aims to close academic achievement gaps and prepare students for college and career pathways. It focuses on five strategic goals: increasing student achievement, providing a rigorous and standards-aligned curriculum, enhancing teacher effectiveness through professional learning, ensuring a safe and supportive school culture, and offering engaging, community-based resource centers. The plan seeks to improve graduation rates, academic proficiency, English Learner progress, and overall student well-being and engagement.

The plan outlines the use of ESSER III funds to address students' academic, social, emotional, and mental health needs, as well as opportunity gaps that were worsened by the COVID-19 pandemic. The funds will be used for strategies for continuous and safe in-person learning, addressing lost instructional time, and other activities. Community engagement was a key part of developing the plan, with input from students, parents, teachers, and staff. The plan includes actions and expenditures to address student needs, such as providing PPE, improving air quality in school facilities, and providing targeted Math and ELA tutorials. Remaining funds will be used to digitize student records, provide Chromebooks and internet data plans, and provide a school nutrition program. Progress will be monitored regularly to ensure interventions are addressing student needs.
