The board reviewed the 5-year and annual plan, making necessary changes.

The Bear Lake Soil & Water Conservation District meeting included agency reports from NRCS, FSA and Bear Lake County Commission. NRCS reported on snow accumulation and EQIP applications. The board ranked resource concerns for 2019. The County Commission discussed courthouse plans and subdivision fencing regulations. The ISWCC is working on updating their tracker. The board discussed the Bennington Creek diversion and stabilization project subgrant. The board discussed the need for project plans before work begins. Tree sales were discussed. The board discussed Education Day and Legislative Display. The board will meet to do the 5-year plan on Feb. 4th. The board held election of officers and decided to leave the officers the same. The board discussed Brandee's Benefits and put on hold till February meeting. The board moved into executive session.

The meeting included agency reports from FSA, NRCS, Bear Lake County Commissioners, and ISWCC. Discussions covered the State Lands MOU, upcoming funding opportunities, and the WQPA program. The board discussed managing funds for the ECC and PacifiCorp projects related to the Bloomington Grazing Project. Updates were provided on the Conservation Basics grant, and the DMO project. The board reviewed and accepted the minutes and financial report.

The board discussed a request from Abby Roberts regarding new FFA classes at the Middle School, including potential funding for textbooks, flower arrangements, food science labs, vet labs, and grill socials. The new Engineer, Ricki Garden, introduced herself to the board. Agency reports were given by FSA, NRCS, Bear Lake County Commissioners, Bear Lake County Extension, and ISWCC. Grant updates were provided on Conservation Basics, WQPA, BMP, and the Bear Lake Nutrition Reduction Project. The board also discussed the Division V Fall Meeting and decided to check on the availability of the Oregon Trail Center. The board discussed and decided to donate to the State FFA soil competition. An update on the adjudication process was given, including the establishment of an office in Preston. The Commission's survey was reviewed and filled out.

Discussions covered EQIP, CSP, CRP signups, potential program opportunities for Paris Irrigation, replacing the University of Idaho Extension agent, courthouse sheetrock progress, and underpass/overpass project for animal crossing. The board also discussed CRP acres, pay rates, grazing regulations, annual reports, legislation, the Georgetown Irrigation project, and final designs for other projects. Grant reports included the Conservation Basics report and the French Dutch Fuels Reduction project. The board discussed tree sales, Education Day, the 5-year and annual plan, and the Thomas Fork project. The board decided to leave the officers as is, and also held an executive session.
