The Eagle is HOME plan serves as a guide for the City's desired appearance by 2040 and a measure for reviewing development applications. The plan addresses property rights, population growth, housing, utilities, economic development, land use, natural features, transportation, parks, community design, and implementation, with an emphasis on public participation and collaboration with various planning partners.
