This document establishes the Lebanon Finance Commission, detailing its purpose, structure, and responsibilities. The commission is tasked with assisting the City Council in developing and promoting sound fiscal policies, evaluating capital expenditures, and creating a five-year financial plan. Key focus areas include annual audit report analysis, quarterly budget reviews, fund balance assessment, and recommendations on rate structures, debt and investment strategies, TIF programs, infrastructure investments, and annual tax levies, to ensure the city's fiscal stability and responsible financial management.

The Commission evaluated a request for a special use permit to operate a short-term rental property at 10957 Kentfield Drive, which resulted in a recommendation for approval to the City Council. Additionally, the commission held a preliminary discussion regarding the potential merits and challenges of implementing limits on the number of short-term rentals, including considerations about property standards, economic impact, and demographics.

The committee meeting included discussions on infrastructure repairs, specifically regarding a lift station project that has faced significant delays, and the financial impact of sewer damage on residents. Members also addressed internal communication and the role of individual council members versus the council as a collective body. Additionally, the committee recognized the McKendry women's wrestling team for their NCAA championship win and discussed the general frustrations associated with committee processes and city ordinance adherence.

The council approved the omnibus agenda and issued a proclamation for Girl Scout Week. Members discussed the accomplishments of local Girl Scouts in achieving bronze, silver, and gold awards.
