The Hawkins County Stormwater Management Program (SWMP) is designed to comply with the 2022 MS4 permit, aiming to protect water quality and satisfy federal Clean Water Act requirements by minimizing pollutant discharge. The program outlines Best Management Practices (BMPs) across several key areas: public education and outreach, public involvement and participation, illicit discharge detection and elimination (IDDE), construction site runoff control, post-construction stormwater management, and pollution prevention/good housekeeping. It also details a monitoring program, enforcement procedures, and legal authority to ensure compliance and effective stormwater management over a five-year period.

This Multi-Jurisdictional Hazard Mitigation Plan for Hawkins County aims to identify and address the community's risks and vulnerabilities to natural and man-made hazards. Its core objectives are to protect lives and health, reduce structural vulnerability through mitigation planning, and foster public engagement in hazard mitigation. The plan specifically focuses on mitigating the impacts of flooding, tornadoes/severe storms, winter weather, wildfires, and landslides, with the overarching goal of building a safer, more resilient community by reducing human, environmental, and economic costs.
