The Coast, Canyons, and Trails Comprehensive Multimodal Corridor Plan aims to develop cleaner, faster, and fairer transportation systems within its designated corridor, which spans State Route 52 and State Route 67. This plan, aligned with the 2021 Regional Plan, seeks to enhance transportation safety, promote environmental stewardship, foster social equity, and support a vibrant economy by improving access to jobs, education, and services. Key focus areas include creating complete corridors that accommodate all modes of transport, implementing a convenient high-frequency transit system (Transit Leap), establishing multimodal connection points (Mobility Hubs), offering diverse travel solutions (Flexible Fleets), and leveraging a next-generation operating system for efficient management and access. The plan focuses on addressing challenges such as congestion and the lack of high-speed transit, while preserving the corridor's unique regional characteristics.

This document outlines the Reconnecting Communities Study, an initiative by SANDAG to identify and address the negative impacts of highway and rail infrastructure on historically underserved communities. The study aims to reconnect these communities, reduce transportation barriers, and enhance access to essential services and destinations by defining solutions such as improved lighting, beautification, enhanced crossings, and pedestrian/bicycle infrastructure. The effort intends to lead to safer, more accessible, and economically vibrant communities across seven focus areas in the San Diego region, with a final report expected in Summer 2026.

The public meeting served as the second session for the San Vicente Comprehensive Multimodal Corridor Plan (CMCP). Key discussion points included an introduction to the CMCP project team, information regarding interpretation and participation options, and an overview of the meeting agenda. Remarks were provided by leaders from SANDAG and Caltrans, emphasizing the importance of community input for corridor improvements focusing on safety, regional connection, and expanding broadband access. The discussion detailed the relationship between the CMCP and SANDAG's 2021 Regional Plan, noting the policy shift toward sustainable and VMT-reducing strategies. The presentation also reviewed the status of parallel efforts, such as the State Route 67 repavement and fiber communications project, and outlined the next steps in the CMCP development process, including needs assessment and project inventory review.

The Transportation Modeling Forum, held in December 2022, featured opening remarks highlighting the modeling team's busy year and collaboration efforts. Key discussion points included updates on the Regional Plan update, improvements to the model, work on the 2025 Regional Plan, and Service Bureau projects. Introductions were made for new staff members, including Bhargav Sana as the new coordinator for the modeling forum. Updates covered the launch of a new SANDAG website, details regarding the 2021 Regional Plan Amendment concerning population and employment forecasts without the VMT charge, and the technical modeling runs required for compliance checks. Furthermore, the roadmap for updating all models for the 2025 Regional Plan, targeting May 2024 for completion, was presented, focusing on incorporating 2022 data as the base year post-pandemic. Updates on specific models like the cross-border model, RSM, tCoVET, and the development of ABM3 were provided. Finally, an update on Service Bureau projects confirmed that the board's decision in September 2022 would result in an estimated six to seven-month delay for current projects.

This document presents the business case for Otay Mesa East, a new land port of entry developed by the San Diego Association of Governments (SANDAG) and Caltrans. The initiative seeks to facilitate cross-border trade, alleviate supply chain bottlenecks, attract foreign direct investment, and support job creation, thereby bolstering regional and national economic resilience.
