Key strategic priorities include upgrading infrastructure, enhancing special events, and fostering greater community involvement and transparency through committees and a citizens academy. The village plans to update its comprehensive plan, parks plan, and strategic plan, incorporating resident feedback to address zoning, land use, walkability, and future development initiatives, ensuring preparedness for emerging opportunities.

This document outlines the ongoing process of updating the Village of Glendale Heights' strategic plan, which is currently in its final stages of development. The plan is being shaped by extensive feedback from department heads, elected officials, employees, and past community surveys. With assistance from Northern Illinois University's Center for Governmental Studies, the plan currently comprises five strategic goals. These goals are being aligned with the Village's budget to ensure focused resource allocation towards initiatives such as economic development, community development, and professionalizing staff. The overarching vision is to elevate Glendale Heights as a prime destination for families, with future public outreach planned to incorporate community input into comprehensive and master plans.

The committee meeting featured a presentation on flood protection, drainage, and the separation of storm water and sanitary services. Key discussion topics included strategies to increase awareness and utilization of the 15% flood insurance discount, addressing flooding issues in unincorporated areas, improving water flow, managing catch basins, and implementing rain or water gardens. The committee also explored potential initiatives for community beautification through yard awards, as well as considerations regarding property tax incentives.

The committee discussed the interpretation of rental license ordinances regarding family-occupied properties and explored potential reforms, including non-owner-occupied categories. Action items included recommending emergency well setback zones, adjusting liquor license fee increase structures to a flat 3% annually, and implementing a three-year re-fingerprinting requirement for liquor license holders. Additionally, the committee provided informal direction to prohibit short-term rentals, with plans to move forward with a zoning text amendment.
