The plan also prioritizes the preservation of open spaces and natural resources, robust public infrastructure, public safety, and promoting accessibility for seniors and disabled persons, with a vision for a vibrant commercial center and diverse employment opportunities.

The meeting included a public hearing regarding the Vineland Special Assessment District, where the DPW presented information about the project's costs and timeline. Residents voiced their support and inquired about the cost split between the city and taxpayers, as well as payment options. The council discussed the process for repayment and approved a resolution to confirm the Special Assessment Roll Number 23-015-P, setting an installment interest rate of 2.5%.

The council discussed and authorized the payment of attorney billing. They approved placing the City of Burton Police Operating Millage Renewal on the August 6, 2024, ballot. Additionally, the council approved the second reading of an ordinance to amend the Legislative Meeting Ordinance and the Finance Meeting Ordinance, setting forth the number of quarterly meetings per calendar year. There was also a discussion regarding the process to contest property assessments.

The visioning plan and guidebook focuses on re-evaluating the historic downtown center of the City of Burton and developing a new vision for the downtown district. The plan aims to revitalize the physical aspects of the district to spark new life in business and residential opportunities, and create a positive lasting impression for its patrons. Key goals include improving traffic and pedestrian circulation, enhancing the visual appearance of the district, creating a distinct identity for the downtown area, and eliminating blighted or vacated buildings and land.

The meeting addressed issues related to precinct consolidation, particularly concerning Atherton Schools' participation in elections. A resolution was approved to rescind the previous action of precinct consolidation and the removal of Atherton as a polling location, effectively returning the voting precincts and locations to their original configuration. The Election Commission also discussed the availability of petition packets for those interested in running for City Council in November.
