This document outlines the Board of Education's priorities, focusing on three key areas. Academics aim to support and expand alternative pathways to graduation, providing students with access to diverse opportunities tailored to their interests and goals. Communication prioritizes transparent, timely, and meaningful engagement with families and the community to foster trust and collaboration. Safety, Facilities, and Finance emphasize developing a responsible budget that ensures student and staff safety, supports high-quality educational experiences, and proactively maintains facilities, all while upholding fiscal responsibility and balancing district needs with community affordability.

The Hannibal Central School District Strategic Plan focuses on improving student outcomes by maximizing each student's potential. Key areas of focus include academic high performance (improving attendance and graduation rates, increasing Advanced Regents Diploma attainment, and meeting benchmark reading standards), student engagement (fostering positive attitudes towards school, improving teacher practices, and ensuring a safe and secure environment), and community/family engagement (increasing survey participation, promoting transparency in Board of Education actions, providing opportunities for parent learning, and developing community partnerships). The plan utilizes a data-driven approach, employing surveys and benchmarks to track progress and inform decision-making. Strategic intents are set for a five-year period (2014-2019), with annual targets to be established. The plan emphasizes a collaborative approach, involving students, staff, parents, and the community in achieving its goals. Core values include prioritizing students, maintaining high expectations, fostering open communication, implementing student-centered learning, embracing change, cultivating a passion for learning, and demonstrating respect for all.

The meeting addressed various topics, including recognitions for graduates and foreign exchange students; reports on the start of school and busing issues; financial reports; principal's reports; and a CiTi Board report. The consent agenda included numerous appointments, resignations, and leave of absences. Discussions also covered policy adoptions, disposal of school buses and radios, a school safety plan, a proposed Costa Rica trip, the appointment of an interim transportation supervisor, and the creation of a new elementary teacher position. Concerns regarding busing routes were raised by several individuals. An executive session was held to discuss personnel and negotiations.

The meeting covered various topics including financial reports for October 2023, an independent audit report for the year ending June 30, 2023, and a capital project update. Discussions included federal stimulus funding, specifically ARP ESSER III and State Reserves, along with summer learning and enrichment programs and plans to address lost instructional time. Reports were given on CiTi therapy dogs, facilities, and a solar project. Principal reports were acknowledged, as was a school security aide report. The consent agenda included appointments, resignations, leaves of absence, and terminations. Old business included a board forum and upcoming events. New business included the 2024-2025 budget calendar, volunteer coach approval, disposal of outdated books, participation in cooperative energy purchasing services, appointment of a hearing officer, a donation acceptance, a corrective action plan approval, and a tax collector's report. An executive session was held to discuss the employment status of a particular person(s).

The meeting included student presentations on a trip to Ecuador, principal reports on the start of the school year, and updates on capital projects and federal stimulus funding. The board approved various financial reports, personnel appointments and resignations, special education recommendations, supervisors' contracts, fingerprinting fee payments, disposal of outdated books, litigation against social media companies, board goals, a travel club trip proposal, and a CSEA tentative agreement. An executive session was held to discuss the employment status of a particular person(s).
