The commission held an election for the positions of Chairperson and Vice-Chairperson. Key agenda items included the approval of an amendment to the Development Agreement for the Sonoma Mountain Village mixed-use community to allow for school uses. Additionally, the commission approved a Conditional Use Permit, Site Plan, and Architectural Review for a Shell gas station, carwash, convenience store, and sandwich shop at 5085 Redwood Drive, incorporating specific conditions regarding operational hours and lighting. Finally, the commission approved a Conditional Use Permit for an automotive transmission repair business at 5800 Redwood Drive.

The board discussed a proposal to form an Ad Hoc Committee to review the foundation's activities and to appoint two directors to serve on said committee. The motion was passed to postpone this item to a future agenda when a full board of directors is present.

The meeting featured presentations regarding the Rohnert Park Cotati Regional Library, the proclamation of American Red Cross Month, and the proclamation of Arbor Day. Updates were provided on the community survey results. The consent calendar included approvals for financial reports, the execution of a task order for planning services, authorization for the emergency public safety antenna and radio system replacement project, budget amendments, master agreements for consultant services, amendments to the classification plan, and the acceptance of the annual fire inspection report. Additionally, the Council authorized and approved the employment agreement for the Director of Public Works.

The meeting featured a joint session involving several city committees and boards, focused primarily on providing comprehensive training regarding the Ralph M. Brown Act. Assistant City Attorneys provided an overview of major provisions and requirements of the Act, including current suspensions implemented by executive order due to the COVID-19 pandemic, and addressed questions from the attending officials. A public comment regarding open meetings was also read into the record.

The Planning Commission reviewed and approved the Development Area Plan for the Vast Oak North subdivision, involving 26 single-family homes and landscaping. Additionally, the commission approved the Master Sign Program for the Commons Shopping Center. The meeting also featured a presentation on the Sixth Cycle Housing Element, with discussions covering homelessness, Regional Housing Needs Allocation (RHNA) requirements, environmental impacts, public outreach strategies, and comparison with nearby jurisdictions.
