This Development Framework and Target Area Plan for East Cleveland's Euclid District outlines a strategy for community revitalization through targeted and phased redevelopment. The plan focuses on leveraging the city's geographic, social, and communal assets to attract investment and improve community perception. Key strategic areas include promoting dense residential development, enhancing transit connectivity, improving pedestrian infrastructure, creating a downtown/festival square, establishing a government center, fostering campus development, and developing park access and bicycle infrastructure. The plan also details a mixed-use approach for the 'Euclid Commons' target area, incorporating diverse housing options, shared parking, and new street infrastructure.

It identifies targeted areas for redevelopment and outlines comprehensive strategies focused on four main goals: neighborhood preservation, neighborhood development, commercial preservation, and commercial development.
