The strategic plan for Ville de Laval reaffirms its commitment to creating an inclusive, accessible, and equitable city for all, by removing barriers to social participation for persons with disabilities. It is structured around five key targets: Mobilize, focusing on coordinating municipal efforts; Equip, aimed at enhancing municipal expertise and resources; Communicate, ensuring accessible information dissemination; Access, addressing architectural and urban accessibility; and Participate, promoting full civic, social, and economic involvement.
The committee authorized participation in the Union des municipalités du Québec annual conference, an exchange of land lots between Martin Simard, Mary Stankos, and Ville de Laval, and a temporary occupancy agreement with Simard and Stankos. Budgetary credits were approved for real estate transactions and an increased indemnity for the acquisition of lot 6 514 083. They recommended council approval for a settlement regarding the expropriation of lot 6 514 083 and a request for consent for partial withdrawal concerning lot 6 514 084. Additional resolutions included approving expenses for the acquisition and compensation related to these lots, recommending the closure and exclusion of parts of chemin du Bord-de-l'Eau from the public domain, and authorizing contracts with Sia Partenaires inc. for digital transformation services. Furthermore, the committee approved a partnership agreement with Fonds de recherche du Québec, various financial reports, and recommendations to the council regarding regulations and contract adjudications for services such as sewer inspections, ice resurfacers, and support for software and vehicle acquisitions.
The strategic plan focuses on four main orientations: proposing a competitive and diversified residential offer, encouraging eco-responsible residential development, ensuring access to adequate housing, and affirming the city's leadership in housing. Key objectives include aligning residential supply and demand, promoting complete living environments, reinforcing neighborhood identity, channeling residential growth towards strategic areas, and promoting innovation in eco-responsible projects. The plan also aims to increase the supply of social and affordable housing, adapt the residential offer to residents' needs, guarantee housing safety and sanitation, and strengthen collaboration with partners to achieve housing goals.
