The special council meeting agenda includes discussions and actions on repealing and replacing ordinances related to building permit fees to comply with HB 852, adopting a fee schedule for applications under the Historic Preservation Ordinance, and implementing a city surcharge for applications under El Paso Mission Trail Historical Area Zoning Regulations. These requests include an addition of a porch at 12190 Socorro Rd., an addition of a metal porch at 12520 Glorietta Rd., a metal porch installation at 12530 Glorietta Rd., and a metal building and fence installation at 12443 Glorietta Rd.

The council meeting included a congratulatory presentation for the Bordertown Brawlers wrestling team. Key actions included approval of the Marshal Office Procedures Manual, tabling a lease agreement until a contract is ready, approval of a request for qualifications for engineering services, the formation of a committee to plan a celebration for San Elizario's designation as a USA Today Best Historic Small Town, and approval of an interlocal agreement with the Camino Real Regional Mobility Authority for street improvements.

The council meeting included a presentation from SEISD on the Pathway of Champions project, a request to lift the moratorium on parades and events (tabled until the next meeting), approval of an interlocal agreement with Tigua Facility Services for animal welfare services, discussion of a zoning regulation amendment regarding exterior paint colors (no action taken), authorization for the city attorney and administrator to work with TxDOT on a city sign program, a financial status report, and an update on the distribution of stimulus funds.
