The plan's strategic goals focus on ensuring a safe community, providing recreation and leisure opportunities, achieving high-performing government, promoting equity, diversity, and inclusion, maintaining fiscal responsibility, developing well-maintained infrastructure, cultivating an informed and engaged community, and promoting economic health and prosperity.

The Lakewood City Council held a regular meeting where they discussed various topics. They received a presentation from the Lakewood Lions Club and introduced the new President of the Greater Lakewood Chamber of Commerce. The council approved several routine items, including personnel transactions, registers of demands, and resolutions related to parking spaces and program supplements. They also discussed and adopted the budget for fiscal years 2000-2001 and 2001-2002, covering areas such as street system maintenance, economic development, and public safety. Additionally, they addressed public works contracts, purchasing bids for a flat bed truck, and adjustments to commercial refuse rates. The council also discussed a water rate reduction and an amendment to the Lakewood Municipal Code regarding the office of the City Manager. They concluded with a closed session to evaluate the performance of the City Administrator and approved a salary increase.
