The City of Waukee seeks a qualified consulting firm to produce an updated Economic Development Action Plan (3–5 year horizon) including economic baseline, market analysis, target industry identification, incentive policy recommendations, stakeholder engagement, downtown and corridor revitalization strategies (Kettlestone, Alice's Road Corridor, Downtown Triangle, Hickman Road), sports/tourism assessment, benchmarks, and a phased implementation plan with funding strategies. Key proposal requirements: firm qualifications and team, methodology/workplan, relevant municipal experience and references, fee/budget breakdown, and demonstrated experience with stakeholder engagement and incentive policy analysis. Submittal format requires one USB and five printed copies; evaluation will prioritize municipal economic development experience, quality of approach, stakeholder engagement capability, implementability, and cost-effectiveness.

The construction consists of approx 15,600 SY of pcc pavement, 500 SY of hma pavement, 3,800 LF of water main, 4,200 LF of storm sewer, earthwork, subgrade preparation, box culvert, pedestrian underpass, manholes, intakes, sidewalk and shared use path paving, surface restoration, landscape plantings, and other associated work.
