Scope covers ~1,876 positions organized into 396 job classifications and a 42-grade pay schedule. Key deliverables: updated/validated classification specs, market salary survey, recommended compensation plan with financial impacts, tools/training, final report and presentations. Contract term is approximately five months (ends June 30, 2026). Proposal requirements include demonstrated public-sector compensation study experience, staffing/qualifications, at least 3 client references, and a detailed cost proposal; submission is electronic via email (nina.alexander@buncombenc.gov) with a 9 MB attachment limit. Evaluation weights: Experience 20%, Methodology 25%, Understanding 15%, Deliverables 15%, Cost 15%, References 10%. Insurance and indemnity terms apply.
