Buncombe County seeks a consultant to perform a comprehensive classification and compensation study (job analysis, FLSA review, market salary survey, pay range/structure recommendations, pay progression/compression solutions, implementation plan, tools/training and presentations). Scope covers ~1,876 positions organized into 396 job classifications and a 42-grade pay schedule. Key deliverables: updated/validated classification specs, market salary survey, recommended compensation plan with financial impacts, tools/training, final report and presentations.
