The project is estimated at approximately $10–15 million and includes site/utility work, a small new parking lot, relocation of electrical lines, and pedestrian pathway improvements; firms must demonstrate GMP/fast-track experience, bonding capacity, and relevant project team experience. Statements of Qualification are due January 5, 2026 at 1:00 pm local time and must be submitted in hard copy (five copies) to UAPB and a digital copy emailed to the procurement official.

Perform complete demolition and site clearance of the Monarch Building in historic downtown. Work will safely remove existing structure, cap any existing utilities, shore up adjacent property walls, and prepare the property for future redevelopment. The historic building was destroyed by fire in 2014, was constructed in 1909 of unreinforced masonry, and shares common walls on both sides. The west side is to remain intact, and the east side is to be removed to the upper stories level of the shared wall.
