The U.S. Maritime Administration (MARAD) issued a Sources Sought notice to identify qualified sources to provide exclusive-use, long-term lay berthing for up to two Ro/Ro CAPE R vessels (MV CAPE RISE and MV CAPE RACE) on the U.S. East Coast. Key requirements include simultaneous berthing for both vessels, secure perimeter and controlled access, uninterrupted access, pier-side maintenance support (power, potable water, sewage disposal), and compliance with federal, state, and international environmental regulations. Responses (capability statements) are requested electronically by December 15, 2025 and this notice is market research only (not a solicitation or grant).

Services are needed to prevent possible damage to assets listed in paragraph 2.0 in the event of forecasted tropical force winds (hurricane) for the Hampton Roads Area. The Government reserves the right to nest assets depending on forecast storm to reduce Lay Berth pier linear footage requirements.
