Respondents must have experience with federally funded programs/GLO/HUD requirements, be SAM-registered and not debarred, carry professional liability insurance, and submit cost proposals (preference for firm-fixed pricing) and required forms (CIQ, Form 1295, lobbying certification, SAM printout). Proposers may bid on any subset of activities.
