The notice states the government intends to negotiate directly with Qiagen under FAR Part 13 (Simplified Acquisition) and FAR Part 12 (Commercial Procedures) and will not issue a competitive solicitation unless written objections demonstrate competition is advantageous. Interested firms must submit written objections by 10:00 AM on December 15, 2025; if no timely objections are received the government will proceed with the sole-source award.
