Analyze and evaluate utility rate applications as they relate to net metering compensation and the rates applied to net metering customer usage. Review, analysis, evaluation and create alternative utility marginal cost of service studies, avoided cost calculations, rates and proposals as related to net metering. Provide ongoing analytical support to commission staff. Assist staff in the preparation, review, and analysis of discovery requests and responses with respect to the cost-of-service studies, rate proposals, and initial tariff filings and potential alternatives and other submissions filed by parties and commenters in the proceeding.
