The U.S. International Trade Commission (USITC) intends to award a sole-source contract to S&P Global for annual subscriptions to IHSMarkit’s Chemical Economic Handbook (CEH) and the Directory of Chemical Producers (DCP). The CEH and DCP provide unique global chemical industry data and archival records not available elsewhere, supporting USITC’s mission on supply chains and trade analysis. The period of performance is one base year (Jan 1, 2026–Dec 31, 2026) with two option years; this notice is informational and the agency will consider any information submitted within five days of posting.

Requirement is an annual renewal of IBIS World Inc, which will provide up-to-date investigation, technical assistance, and research activities to members of the Office of Research Analysis. Due to the specialized nature of the data, the unique structure of the database, and the necessity for consistent methodology across Commission analyzes, only one vendor can meet the agency’s requirements for data accuracy, depth, historical consistency, and analytical functionality. There is only one IBIS World Inc, hence limited competition.
