The City of Lindsay is soliciting qualifications from consulting firms to provide on-call civil engineering services (including land surveying, construction management/administration, and technical assistance) primarily for water, sewer, and storm drain projects for Fiscal Years 2025-26 through 2027-28. The contract term is three years with options to extend up to two additional one-year periods; a California Registered Professional Engineer must oversee work and the contract includes a 7% DBE participation goal.

City of Lindsay seeks a qualified engineering/architectural firm to provide project management, site investigation/surveying, 30/60/90% design (90% for Phase 1), environmental documentation (CEQA/FEMA), permitting, utility coordination, and cost estimating for installation of backup generators at seven municipal critical facilities; Phase 2 (100% final design, bidding, and construction support) may follow pending funding.

Provide state legislative, regulatory representation, and lobbying services. Monitor and assess state legislation, as well as relevant administrative and regulatory processes, to identify matters that may impact the city. Provide legislative and regulatory lobbying, as needed. Engage with key officials (executive, legislative and local government) and stakeholders to support the city's goals in securing permits, grants, incentives, and favorable laws and regulations. Work directly with legislators and staff, the governor's office, public officials and state agencies, city associations, special interest and industry groups, local governments, and other professional organizations to develop support for or opposition to proposed legislation, funding, policy, and regulatory decisions that may affect the city.
