U.S. Army Space and Missile Defense Command Reagan Test Site (RTS) Operations, Sustainment, Improvement, and Engineering (ROSIE) Follow-On Requirements – RFI Special Notice

The development, prototyping, production, support and sustainment of software solutions to satisfy collaborative integrated air and missile defense requirements.

The U.S. Army Operational Test Command (OTC) and the Mission Installation Contracting Command, Theater Support Center (MICC TSC) are conducting a virtual Industry Day for the Base Test Support Services (BTSS) follow-on acquisition; this notice is a Special Notice inviting industry to the virtual event and sharing pre-solicitation materials. The opportunity describes a planned five-year period of performance starting April 1, 2026 (with a possible 6-month extension) to provide base/test support services including personnel with required security clearances, logistics, and phased transition support as described in the draft PWS. This is a special notice (pre-solicitation) on SAM.gov (not a grant), with a response/registration deadline of Dec 15, 2025 and public attachments limited to an industry day registration template and a Pre-Solicitation Q&A spreadsheet.

Conduct market research on the current state of the industrial base that provides the capabilities related to the sustainment of a mature data processing and distribution system. The sustainment contract tasks include but are not limited to: organizational level maintenance tasks (hardware/software), sustaining engineering and anomaly resolution, maintenance data collection, special studies, modifications and upgrades, depot level maintenance tasks (hardware/software), supply support and inventory management, configuration management, technical data management, depot support facility management, classified communications/network access accreditation, cybersecurity sustainment and security management.

The United States Transportation Command (USTRANSCOM) issued a Sources Sought/RFI seeking information and capabilities to provide Cyberspace Operations Forces and Support (COF) II cybersecurity defense and managed Security Operations/CSSP services across on-premises and cloud environments, including DevSecOps, SIEM, SOAR, detection engineering, forensic analysis, and continuous improvement. The contractor will support USTRANSCOMs CSSP mission, defensive cyberspace operations, Cyberspace Protection Team coordination, operational planning, joint training, SATCOM planning/support, and may provide 24/7 on-site support for some activities. The notice is a Sources Sought (market research) for TRANSCOM26D001 and seeks industry responses by Dec 22, 2025.
