The Department of Veterans Affairs (Veterans Health Administration, VISN-7) is seeking a contractor to provide Health Care for Homeless Veterans (HCHV) Contract Residential Services at the Birmingham VAMC for up to 4 veteran beds per day, including housing, case management, medical and mental health services, substance abuse treatment, employment assistance, meals, and transportation. The contract is a five-year IDIQ (Mar 1, 2026–Feb 28, 2031) with a possible six-month extension, guaranteed minimum $5,000 first fiscal year and ceiling $1,000,000 across the period; operations must be 24/7 and drug- and alcohol-free. Solicitation is set aside for SDVOSB (per GovTribe summary) and proposals are due December 30, 2025.
