Provide appraisal services of a specialized nature to the city. The appraiser will be responsible for, but not limited to, such tasks as fair market value analyses of various City-owned properties as well as properties the City is interested in acquiring, including residential land, industrial, commercial, single and multi-family dwellings, and historic and special purpose properties. The successful Respondent will also be called upon to perform subdivision analyses for large parcels of vacant land. Findings are to be presented in full narrative reports. In addition, value estimates must be based upon the dictates of the property in question and the reports must be prepared in accordance with the standards of the Appraisal Institute and signed by a State Certified Appraiser with an MAI designation. Said reports must also conform to the guidelines of all agencies having jurisdiction over the Real Estate Appraisal profession. The appraiser will also be responsible for preparing trial litigation filed against the City. They will also be responsible for the preparation of preliminary reports to help assist the Tax Assessor in settlement negotiations. The appraiser will be responsible for reviewing appraisal prepared by other companies for a variety of reasons not limited to litigations, as well as the principal valuation analysis including, but not limited to, Highest and Best Use Analysis, Market/Sales Analysis, and Replacement Cost/Depreciation Analysis. The appraiser will also be responsible for reviewing appraisals prepared by other appraisal companies as well as the principal valuation analyses including, but not limited to, Highest & Best Use Analysis, Market/Sales Analysis, and Replacement Cost Analysis. The appraiser will also be responsible for preparing reports for tax appeals filed against the city and assisting the Tax Assessor in settlement conference.
