Firms with an alternate system that can fully meet the performance specifications may submit capability statements by email to the listed contacts; submissions are due 2026‑01‑06 14:00 HST (2026‑01‑07T00:00:00Z). The solicitation is a special notice/sole‑source procurement (not a grant) and is open as of 2025‑12‑19.
