Provide development of a comprehensive wastewater utility rate study. Conduct a kickoff meeting with city staff. Prepare a detailed project schedule identifying key milestones, draft/final deliverable dates, and review meetings. Review financial records, budgets, and historical rate studies. Review and analyze the city's wastewater enterprise fund, including historical and current revenues, expenditures, debt obligations, and reserve policies. Review existing rate structures, customer classifications, billing data, and revenue performance. Identify structural or accounting adjustments necessary to ensure compliance with cost-ofservice principles. See outside link.

The purpose of this RFP is to solicit responses from individuals or Vendors interested in participating in a project to analyze information insurers use to determine personal insurance premiums, rates, and coverage. The work is authorized by Engrossed Substitute Senate Bill 5167, Section 145(6). The OIC will evaluate proposals to determine whether to award one contract or multiple contracts for the services outlined in this RFP.
