The selected consultant will be responsible for conducting a comprehensive field survey and condition assessment. Collecting and analyzing pavement condition data, evaluating existing signage and striping conditions, and updating the City's current asset management system and GIS-compatible database to support the City’s asset management and capital improvement planning efforts. The City’s pavement and management software is Centralsquare’s Enterprise Asset Management product known as Lucity EAM.

Project tasks shall include, but are not limited to Condition surveys of pavement, sidewalks, and alleyways in accordance with American Society for Testing and Materials (ASTM) D6433 and related standards, Collection of PCI, International Roughness Index (IRI), and Americans with Disabilities Act (ADA) compliance data, with structural testing where required, Delivery of GIS-compatible datasets with photographic documentation, Updates to the PMP with deterioration modeling, LCCA, prioritized project lists, and a five-year financial plan, Presentations to the Active Transportation & Infrastructure Commission, City Council, and the community, Preparation of a Safety Plan, Data Security Plan, and compliance with environmental regulations, Incident reporting within 24 hours and full Quality Assurance/Quality Control (QA/QC) documentation.
