U.S. Customs and Border Protection
CBP has a need for improving its inspection of cargo conveyances arriving in the United States at and between POEs. In the current threat environment, it is imperative for security that incoming cargo conveyances are subjected to a high level of scrutiny. Therefore, CBP seeks to procure LS-NII MEM imaging systems such as X-Ray systems for various CBP POEs located throughout the United States as designated by CBP. This statement of work (SOW) defines the tasks necessary to provide these LS-NII MEM systems to include equipment, testing, delivery, verification, documentation, and logistics requirements needed to satisfy the procurement.

Seeks available icebreaker designs from the U.S. and allied nation maritime industrial bases, including an understanding of the level of maturity of each design. This RFI extends to the U.S. and allied nation maritime industrial base with vessel designs that pertain to existing or production-ready icebreaking capable vessels which satisfy or closely satisfy the below preliminary capability parameters necessary to accomplish the Homeland Security Cutter-Medium Icebreakers missions. The Contractor shall supply turn-key mobile dual view x-ray vehicles to provide CBP officers with NII capabilities at U.S. POEs. The vehicles shall be offered as a Commercial-Off-The-Shelf (COTS) system; however, the Government may require modifications to the COTS design to facilitate and support its inspection Concepts of Operation (CONOP). The system must be safe and create exposure rates as low as possible as promulgated by the Nuclear Regulatory Commission (NRC) in 10 Code of Federal Regulation (C.F.R) Part 20, setting the maximum permissible level of adiation dose to the general public at 0.1 Rem (100,000 µR (microrem)) per year. The Statement of Work (SOW) defines the tasks necessary to provide Mobile X-Ray Vehicles to include equipment, installation, testing, verification, documentation, and logistics requirements required to satisfy the procurement and allow CBP to sustain the operational capability of the equipment.
